SWACO considers waste characterization study

The Ohio solid waste agency is accepting bids for a “four-season study" of what heads into its landfill and transfer stations.

The Solid Waste Authority of Central Ohio (SWACO) has posted a bid notice signaling its intention to conduct a waste characterization study based on a four-season assessment of what is brought to its landfill and transfer stations.

The agency, based in Grove City, Ohio, states it would like the study to begin as soon as this summer so it can conclude in the spring of 2026.

SWACO operates the Franklin County Sanitary Landfill in Grove City plus two transfer stations, both in Columbus.

“The purpose of this project is to accurately quantify the types and quantities (by weight) of solid waste that is generated and disposed within Franklin County,” SWACO says, adding that it wants bidders to provide a waste characterization study that separately characterizes materials generated from the commercial and residential sectors.

The agency information gleaned from the proposed study would help inform SWACO on development of new targeted waste diversion programs and provide a comprehensive report that shows the types and quantities of waste that [are] generated and disposed within SWACO’s jurisdiction.

The solid waste and recycling authority says a virtual presubmission meeting has been scheduled for July 23 at 1 p.m. Proposals are due and must be received by SWACO on Aug. 11, no later than 1:30 p.m. Eastern.
