Hillsborough County, Florida, to issue RFP for waste collection services

There are approximately 300,000 residential dwelling units in the unincorporated county.


The Board of County Commissioners (BOCC) of Hillsborough County, Florida, announced on July 6 that it plans to issue a request for proposals (RFP) from qualified vendors for the collection of solid waste, yard debris and recyclable materials generated by the residents of the unincorporated areas of the county. The BOCC anticipates it will issue the RFP in August and award franchise contracts in December.

There are approximately 300,000 residential dwelling units in the unincorporated county. Each of the three residential zones in the county will contain approximately 90,000 to 100,000 residential units. The number of residential units in each zone is expected to grow in the future.

At this time, BOCC says it anticipates that the unincorporated areas of the county will be divided into three geographic zones. The BOCC will select three different vendors (i.e., one vendor per zone) to provide residential collection services. Each of the selected vendors shall have the exclusive right to collect residential waste in their designated zone, subject to the terms and conditions in an exclusive franchise agreement. The three contractors also will have the exclusive right to collect commercial waste throughout the unincorporated area of the county. The three contractors will compete against each other for commercial customers in all three zones.

The initial term of the exclusive franchise agreements will be approximately 8.5 years, beginning Feb. 1, 2022, and ending Sept. 30, 2030. The county and the contractors may agree to renew the franchise agreements.

Hillsborough County has a population of approximately 1.5 million and is the fourth-most populous county in Florida. The population in the unincorporated portion of the county is expected to pass 1 million in 2020, with the remaining population residing in the cities of Tampa, Temple Terrace and Plant City, Florida. Since 2010, the county population has grown 19 percent.
