Allentown City Council in Pennsylvania has announced a vote to approve a long-term contract award to Audubon, Pennsylvania-based waste service company J. P. Mascaro & Sons for the collection of city residential waste and recyclables starting June 1, 2025.
J.P. Mascaro & Sons received a notice of contract award letter from the city Oct. 4. After submission of the required contract performance bond by Mascaro and final review by city departments, Allentown Mayor Matthew Tuerk signed the contract Oct. 28. The five-year contract is valued at $90 million, and with two two-year extension options at the city’s discretion, the contract value is $180 million.
Mascaro, a privately owned company, will perform the city contract from its Allentown operational division at 315 Basin Street, with 21 new collection vehicles and 60 new employees. As the low bidder, Mascaro was selected over the city’s current contractor, Houston-based WM.

Allentown, the third largest city in Pennsylvania with a population of more than 125,000 people, is situated in the heart of Lehigh County, where Mascaro operates a large service division. Mascaro provides contracted waste services for many municipalities in the Lehigh Valley region, and was recently awarded a five-year $23 million contract with Whitehall Township, which borders the city of Allentown.

P. Mascaro & Sons because of our experience, business in the region, local infrastructure and resources.”
Mascaro applauded the effort of his company team members who put together a comprehensive bid proposal and who participated in the evaluation process conducted by city representatives.
“Everything about the proposal submittal they prepared was top-notch, and I am happy that their efforts resulted in a contract award,” Mascaro says.
Under the contract, Mascaro will provide city residents with twice-a-week trash collection, once-a-week recyclables collection, twice-a-month yard waste collection and one bulk item per week.
